The question that is being prominently asked is as to what exactly should be the role of the private sector in housing development. First of all, it is desirable in not limiting the role of the private sector to the construction of houses alone. In fact, the private sector should be motivated and involved in the entire gamut of urban and rural development, by having a wider perspective.
Self-contained new townships or extension of existing urban limits must involve the provision of physical services like roads, sewerage system, water supply system, electrification and provision and maintenance of social services like schools, dispensaries, community centers, etc. Apart from mere construction of houses, these aspects could also be entrusted with private sector. The government is toying with this idea, since the entire townships built by some of the prominent names in the real estate sector has become a class apart in some parts of the country.
A leading township that has been virtually sold out in recent times is a model for other real estate developments in the country. In Kerala and particularly in Ernakulam district, such townships are likely to emerge in the near future. With respect to the developments in luxury Villas Ernakulam district is also likely to witness such developments in the future, if the development plans of some of the prominent realtors are to be believed.
Some of the local bodies in Ernakulam, instead of going in for public/private participation, are toying with the idea of handing over the entire management of a township to the private developer himself who has initiated the mega project. The private builders always dole out quality services, even though they charge more than that charged by the local authorities. The common people do not mind paying higher charges because all they need is better quality of services for the money paid. Thus the urban housing concept is witnessing massive developments like never before.
